Archived: Hydraulic project approval compliance rate

Why is this a priority?

The statute authorizing WDFW to issues hydraulic project approvals (HPAs) remains the primary fish and shellfish habitat protection law in Washington State. An HPA must be obtained from WDFW before work is conducted that uses, obstructs, diverts, or changes the natural flow or bed of state waters. The conditions of an HPA are designed to protect fish, shellfish, and their habitat. Compliance with these conditions is therefore essential to ensure the habitat is actually protected upon the completion of the work.

How are we doing?

We are currently collecting and analyzing compliance monitoring data. We will use this data to determine if the HPA compliance rate is improving.

What are we working on?
  • We are currently compiling compliance monitoring data collected this past summer/fall for fish passage culvert projects.
  • We are currently monitoring the compliance and effectiveness of HPAs issued for marine bulkheads in Kitsap County.
  • We are updating the hydraulic code rules, in part, to improve understanding of the provisions. Better understanding will help us achieve better compliance.
