Using Data Analytics to Improve Outcomes: State and Federal Examples

Predictive analytics uses data to make predictions about future events. As one of the most rapidly advancing fields, the impact of predictive analytics on government is in its infancy. The federal government is increasing its preference for funding programs or interventions proven to work in rigorous evaluations. Examples of using predicative analytics at the federal level include the Nurse Home Visitation Program and, at the state level, the Oregon Youth Authority’s work on reducing recidivism. Hear how these two programs have used predictive analytics to move the needle and deliver results for youth in our communities.

Scott Harra

Scott is an Executive Vice President with Mass Ingenuity. He is an economist with 30 years of management experience in state government. His career in state government started in Oregon’s Budget and Management Division, the Governor’s budget building office. He also served with the state’s Legislative Fiscal Office. The bulk of Scott’s career has been with the Oregon Department of Consumer and Business Services, the state’s largest regulatory agency with oversight of the insurance, banking, credit union, workers’ compensation, and building codes arenas. In his nearly 20 years at the agency, he served as the budget director, chief financial officer, deputy director, and director. He was appointed to head the Oregon Department of Administrative Services by then Governor Kulongoski, a role he served in during the final three years of that administration. Later in his career, Scott was appointment by State Treasurer Ted Wheeler and Deputy Treasurer Darren Bond to serve as Chief Administrative Officer and Executive Advisor where he played a key role in developing Oregon State Treasury’s shared services functions and modernizing the investment operations of the state.

Robert Shea

Grant Thornton

Robert Shea is a principal and a member of Grant Thornton’s Public Sector practice. He is on the organizational improvement team and has conducted performance management engagements with the U.S. Departments of Agriculture, Homeland Security and Veterans Affairs, as well as the National Endowment for the Arts. He was most recently at the U.S. Office of Management and Budget (OMB) as Associate Director for Administration and Government Performance. Before joining OMB, Shea served as counsel to the Senate Committee on Governmental Affairs.
