Archived: Infants and toddlers with developmental delays who substantially increase their rate of growth in social-emotional skills

The Department of Early Learning's (DEL) Early Support for Infants and Toddlers (ESIT) program provides services to children birth to age 3 who have disabilities or developmental delays. Improving the capacity of families and providers to support infant/toddler social-emotional development is central to future development and learning. Children learn from their interactions with parents and caregivers.

ESIT's Washington's Part C State Systemic Improvement Plan (SSIP) Phase II focused on creating improvement activities and evaluation plans. The improvement plan includes specific activities, steps, resources needed, and timelines to implement the broad improvement strategies to improve the social-emotional development of eligible infants and toddlers.

The increased focus on improving the social-emotional development of eligible infants and toddlers may have caused slippage in outcome data due to the increased skills of early intervention providers on completing the child outcome summary with fidelity. As early intervention providers' skills increase, they may be accurately giving lower child outcome summary exit ratings.
